PROBLEM TO BE SOLVED: To provide a corrugating medium for corrugated board material and a corrugated board sheet which is thinner and lightweight, wherein sufficient strength can be obtained even if an extremely thin paper is used, and also provide a manufacturing device therefor. SOLUTION: A corrugating medium A for corrugated board material for a corrugated board sheet B is formed of a corrugated board material of an ultrathin paper material, wherein a height of a corrugated shape is approximately 0.6 mm and the number of crests per 30 cm is 175±5. In a manufacturing device, corrugated parts of stepped rolls and formed so that a height is approximately 0.6 mm and the number of crests per 30 cm is 175±5.
