PROBLEM TO BE SOLVED: To count efficiently and correctly the number of times in which a nonvolatile memory is reloaded by demanding elimination of a block for reload from outside in order, in a block of the non-volatile memory, after a predetermined reload condition is set up, and transferring a new data to a block of a reloading object. SOLUTION: In an ECU 2, set-up/non-set-up of a reloading condition is checked every engine control process is repeated. When the reloading condition is set-up, a reloading program is loaded from a memory reloading device 14 to a RAM 26. After the reloading program is loaded to the RAM 26, it is jumped to a start address of the reload program which is loaded to the RAM 26. In this time, an eliminating times counting value showing the number of reloading times is read from a predetermined block which is a times data memory region of a flash memory 22, and it is judged whether the value is not less than a predetermined value or not. In the case where the judgment is YES, an information signal showing that the number of times of reloading attains the number of quaranteed times of reloading, is transferred to the memory reloading device 14.
