PURPOSE: A device for checking a driver and limiting a driving is provided to prevent a motor vehicle from being stolen and to improve a safety while renting the motor vehicle. CONSTITUTION: A device comprises:a code inputting unit(10) containing plural keys for inputting a code; a switch unit(12) flowing or blocking a starting electric power route to an engine according to a control signal; and a controller(14) checking an input of the set code through the code inputting unit while inserting a motor vehicle key for outputting the control signal to flowing the route of the starting electric power.
