PROBLEM TO BE SOLVED: To prevent easy removal of a bolt and a nut from a fastening object by preventing the heads of a bolt and a nut from being grasped by a tool. SOLUTION: By covering the heads of a bolt and a nut with a loose cover, the heads of a nut and a bolt are prevented from being grasped by a tool and the nut is prevented from removal. Further, in a device to fasten a fastening object by a fastening member consisting of a bolt, a fastening nut, and a locking nut, an interposing object is placed between the fastening nut and the locking nut to provide a distance therebetween. The locking nut is covered and a theft preventing cover 5 fitted in a gap between the fastening nut and the locking nut and effecting racing is provided. In this cover, a protrusion part is formed on a bottom and a thickness is further decreased than that of the protrusion part to facilitate drawing carried out at an outer periphery. A slit is formed in the outer periphery (up to the vicinity of the protrusion part) to improve drawing ability. Further, in a case of use at an external part, the arbitrary number of through-holes to escape rain water is formed in the protrusion.
