PROBLEM TO BE SOLVED: To perform turbo encoding and to perform appropriate encoding to correspond to a transmission line characteristic, a required error rate characteristic and operation resources by switching the outputs of 1st and 2nd encoders by means of a switching device and using systematic codes whose code lengths are different in a method that outputs a non-coded bit and an encoded bit. SOLUTION: An information signal is inputted to an encoder 101 and encoded and the information signal is also interleaved into a prescribed size by an interleaving circuit 103 and encoded by an encoder 102. A switching device 104 alternately switches outputs from the encoders 101 and 102 in accordance with the interleave and inputs them to a parallel/serial converter 105 and they are subjected to switching (parallel/serial conversion) of a non-coded bit (input information bit) and an encoded bit and outputted. The code lengths n1 and n2 of two codes (C1) and (C2) have different values. Further, as for the codes (C1) and (C2), either a case in which both are systematic block codes or a case in which both are systematic convolutional codes or combinational codes is used under the condition of n1≠n2.
