PROBLEM TO BE SOLVED: To provide a thin electromagnetic wave absorber which is superior in electromagnetic wave absorbing characteristics. SOLUTION: A laminated material 51 on the electromagnetic wave entering side contains no or only a small quantity of spherical magnetic powder 3 in a basic material 2 and is set with high impedance Z1, low permeabilityμ1 and low permittivityε1. A laminated material 55 on the electromagnetic wave transmitting side contains a large quantity of flat magnetic powder 4 in the basic material 2 and has low impedance Z5, high permeabilityμ5 and high permittivityε5. The content of the spherical and flat magnetic powders 3, 4 in the basic material 2 of the laminated materials 52, 53, 54 laminated between the laminate materials 51, 55 is varied, such that the impedance Z will decrease gradually from the electromagnetic waves entering side in the transmitting direction thereof [Z1>Z2>Z3>Z4>Z5] and the permeabilityμand permittivityεis set to increase gradually as [μ1<μ2<μ3<μ4<μ5] and [ε1<ε2<ε3<ε4<ε5].
