PROBLEM TO BE SOLVED: To provide a compact voltage controlled oscillator with an excellent oscillating characteristic where an oscillated frequency is easily adjusted and that is immune to effect of an external field and to provide its manufacture. SOLUTION: In the voltage controlled oscillator VCO 1 where a frequency adjustment land is provided in a board 6 on one major side 9a of which surface mount components 10 are mounted to adjust the oscillated frequency, the frequency adjustment land is trimmed through an opening 5 formed to the board 6 in a way that at least part of the frequency adjustment land 3 is exposed from the other major side 9b, after adjusting the oscillated frequency, the opening 5 is sealed by a conductive member 4 that connects to ground.
