PURPOSE: A level converting circuit is provided to expansible for any one of an input signal into bi-directional voltage of minus and plus range. CONSTITUTION: The circuit comprising a first level converting portion, a second level converting portion, and a buffer, wherein the first level converting portion include a first full-up device and a first full-down device, occurs a first output signal, provides a power voltage of a voltage level higher than a maximum value of input voltage to supplied to the first pull-up device, and provides any level of a first reference voltage to the first full-down device; wherein the second level converting portion includes a second full-up device and a second full-down device, occurs a second output signal, provides any level of a second reference voltage to the first full-up device, and provides a ground voltage of a voltage level lower than a minimum value of input voltage to supplied to the first pull-down device; and wherein the buffer occur a third output signal to a node which a third pull-up device and a third pull-down device serial connects between the power voltage and the ground voltage, interconnects the third pull-up device and the third pull-down device.
