PROBLEM TO BE SOLVED: To restore at least a reference image. SOLUTION: A discrimination section 51 discriminates an image selected as a reference image and changes an image selected for the reference image at a prescribed time interval. Based on the discrimination result, coding sections C1, C2,... are controlled so that they conduct coding using only the reference image or they code a difference from the reference image. Outputs from the coding sections C1, C2,... are outputted as independent coded streams. Since the coding streams used to transmit the reference image are changed at a prescribed time interval, even when any coding stream is impossible of transmission, for example, the reference image can almost be restored. |
