PROBLEM TO BE SOLVED: To loosen and elimination impact and vibration applied to a building by earthquake. SOLUTION: In a device main body, granular material such as PET chip, sand, metal grains, glass grains are charged in a hollow columnar body made of elastic synthetic resin to form a vibration attenuation layer for attenuating vibration of a building. An auxiliary wire body is wound around the device main body. Vibration control and base isolation devices 1, 1a... are composed of the device main bodies, the auxiliary wire bodies, and pairs of upper and lower fixation plates fixed to the upper and lower surfaces of the device main bodies. The lower fixation plate is fixed to a concrete foundation. The vibration control and base isolation devices 1, 1a... are arranged and fixed onto the specified positions on the concrete foundation. A base is laid on the vibration control and base isolation devices. The base is fixed to the upper fixation plates. The vibration control and base isolation devices are thus arranged between the concrete foundation and the building. The building oscillates at earthquake with long frequency, while the vibration is attenuated before being transmitted to the building.
