DATA CODER AND MOVING IMAGE DATA CODING METHOD

PROBLEM TO BE SOLVED: To provide a data coder that conducts processing in a shorter delay time without the need for troublesome arithmetic operations so as to prevent an underflow of a buffer in the coder. SOLUTION: In an MPEG encoder system, generation of a video sequence 12 is started by a video encoder for starting the generation of a system stream 15, a system encoder 103 sets a time till generation of the system stream 15 is started by a system encoder 103 from start of buffering of the video sequence 12 by using a VBV delay amount.
