The actuator incorporates a fixing element (60) causing the filling device (31) to be maintained in contact with the inside of the body of the valve (11). A cuttable section (70) is broken on application of the filling valve (31) to permit movement of fluid from storage reservoir (41) to fill the reservoir (60) of the dispenser (1). The fluid is dispensed through the depression of the dispensing valve (4).
