PROBLEM TO BE SOLVED: To prevent congestion of communication elements due to quality degradation of a communication path in the case of conducting flow control in an asynchronous transfer mode ATM communication network that contains the available bit rate ABR service. SOLUTION: A radio communication interface 101 always monitors quality of a radio communication channel connecting to itself and gives error information to a resource management RM cell generating section 104 when the quality is degraded to be a reference value or below. Upon the receipt of the error information, the RM cell generating section 104 generates spontaneously a backward RM cell to a transmission source user of a virtual connection VC managed by a VC table section 102 at a time interval informed of a periodic timer section 103. The backward RM cell is multiplexed with an ATM cell outputted from a radio interface 101 at a multiplexer section 105 and the multiplexed cell is sent to the transmission source user via an ATM interface 100. Thus, communication elements interposed between the transmission source user and a base station device 320 can surely receive the backward RM cell and congestion is displayed for it. |
