PROBLEM TO BE SOLVED: To prevent intrusion of organic carbon compound or oxygen cultivating bacteria even in preservation at normal temperatures in packaging fluid separating elements used for dechlorination or the like by a method wherein packaging is made hermetically with a film having a specified value of oxygen permeability. SOLUTION: In the case of packaging fluid separating elements using a separating membrane such as a reverse osmotic membrane, packaging is made hermetically with a film having oxygen permeability in 3×10<-6> m<3> /m<3> .day.MPa or below at the temperature of 20 deg.C and at the relative humidity of 65%. In this case, the film shall be such that is laminated at least in three laminae with oxygen permeability at its middle lamina being 1×10<-6> m<3> /m<3> .day.MPa or below at the temperature of 20 deg.C and at the relative humidity of 65%. The film is desirable to be such that includes an external impact absorbing lamina in the thickness of 10μm or more, an oxygen intrusion preventing lamina in the thickness of 5μm or more and a lamina preventing damage of fluid separating elements in the thickness of 10μm or more. Furthermore, it is also desirable that the inside of the package is sterilized and decompressed to 80 KPa or be low.
