PROBLEM TO BE SOLVED: To provide an OAM device capable of dividing and managing connections for respective physical interfaces. SOLUTION: By providing this operation and maintenance(OAM) device (1) provided with a means for connecting a telecommunication management network(TMN) for the respective physical interfaces and connecting the OAM device 1 through the TMN to a network CPU (108), an OAM function is realized for the respective transfer routes of cells between the physical interfaces. By the managing of the transfer route of the cells for respective segments, connections are not concentrated on a route which is a transfer start point, and the bands of OAM cells to be transferred from the route can be set small. Also, the fault point of the transfer route of the cells is recognized for the respective segments.
