PROBLEM TO BE SOLVED: To prepare the rolling order in a rolling line on which direct rolling materials and heated materials coexist without manual aid and automatically from the latest informations. SOLUTION: The order and extractable time of the material which is extracted from a heating furnace are received as heating data with a heating data receiving part 4 and, on the other hand, the order and casting scheduled time of a slab which is cast with continuous casting equipment are received as continuous casting data with a continuous casting data receiving part 1. The order and scheduled time of arrival of the slab which arrives at the rolling line are calculated based on the received continuous casting data with the direct rolling material arrival time calculating part 2. The rolling order of the slab in the rolling line is decided from the calculated direct rolling material calculating data and the heating data with a rolling order calculating part 6.
