PROBLEM TO BE SOLVED: To irradiate driving lanes with high efficiency in consideration of illuminance from a peripheral light source except headlights such as street lights, in a light distribution controller for a vehicle headlight. SOLUTION: The target luminance distribution on a driving route before both fronts of a self vehicle irradiated by a headlight through a target luminance distribution calculating means 5C is calculated, and the actual luminance distribution on the driving route is detected by an actual luminance distribution detecting means 3A. An optical axis angle target value calculating means 5 compares the target luminance distribution calculated through the target brilliance luminance calculating means 5C with actual luminance distribution detected by the actual luminance distribution detecting means 3A to calculate an optical axis angle target value for making the actual luminance distribution approach the target luminance distribution based on the comparative results. A control means 7 controls the optical axis angle of the headlight 9 so as to be equal to the target optical axis angle value by the optical axis angle target value calculating means 5 through an optical axis actuator 8.
