PROBLEM TO BE SOLVED: To form a stationary picture having high quality due to all picture element reading out, stabilize clamp processing at a black level when a stationary picture is selected, and prevent worsening of color reproducibility. SOLUTION: In a stationary picture, all picture elements obtained by a CCD 12 are read out by one time exposure, and these data is output to a mixing circuit 26 through memories 23 to 25 to form a picture element mixing signal and to obtain a stationary picture having high quality. On the other hand, in a moving picture, data in which picture elements are mixed is output from the CCD 12, and processing time by one frame is delayed due to a sixth memory 27A and a seventh memory 27B to eliminate an incomplete moving picture which occurs just before changing over to a stationary picture and to reproduce movement faithfully. In a picture image changeover circuit 28, a black level voltage of a through moving picture signal is extracted at all times and clamp processing is done based on this black level voltage and the control of a microcomputer 20. Consequently, it is possible to obtain stable color reproducibility without using data in the past.
