摘要 PROBLEM TO BE SOLVED: To properly use high quality and high compressbility properties of the transmitted and received digital voice signals, according to the purposes of application by means of a single compressing/encoding processing means. SOLUTION: An adaptive band input data conversion part 12 of a transmitting device 1 includes a frequency band setting part 121, which sets a frequency band for the digital voice signals to be transmitted and decides both cut-off and resampling frequencies for these voice signals, based on the frequency band, an adaptive anti-aliasing filter 123, which adaptively filters the digital voice signals to be transmitted according to the cut-off frequency, and a resampling conversion part 124 which resamples the digital voice signals passed through the filter 124 based on the resampling frequency. Then a voice compressing/encoding part 13 compresses and encodes those resampled digital voice signals for each fixed number of data samples and generates the encoded data.
