PROBLEM TO BE SOLVED: To suppress a block distortion as well as a mosquito noise generated at the time of encoding or decoding a picture. SOLUTION: An optical disk recording and reproducing device 1 as this device is equipped with a filter means for applying filtering processing to a picture, a compression encoding means 5 for applying block encoding processing to the picture, a decoding means 13 for applying decoding processing to the picture which is compression-encoded by the compression encoding means 5 and a noise reduction means 14 for performing processing to reduce at least a block distortion of the picture to which the decoding processing is applied by the decoding means 13. Thus, a noise that is generated when the compression- encoding processing and the decoding processing are applied to the picture is efficiently reduced.
