PROBLEM TO BE SOLVED: To reduce variation in capacitive rate by improving impregnating ability by adding silicone antifoamer. SOLUTION: A silicone antifoamer is added. As for an electrolytic solution to which the silicone antifoamer is added, for example, an electrolytic solution containing ethylene grycol as the major solvent and carboxylic acid ammonium salt such as ammonium sebacate as the major solute, and an electrolytic solution containingγ-butyrolactone as the major solvent and tertiary amine salt such as triethylamine hydrogen maleate and ethyldimethylamine hydrogenphthalate or quaternary amine salt such as diethyldimethylamine phthalate and tetramethyl ammonium phthalate as the major solute are used. The silicone antifoamer is preferably added approximately 5-300 ppm to an electrolytic solution of 100 wt.%, more preferably, approximately 30-100 ppm. When it is less than 5 ppm, desirable adding effects are difficult to obtain, and when it is over 300 ppm, solubility is lowered.
