A sleeve-shaped part (9) clamped to the door or window frame retains a mounting angle (14) which has an arm with a hole (12). The hole locates at a distance over the end of the sleeve part to retain a ball member (16) enabling it to pivot. The ball is attached to a pin which is attached to the door leaf or window casement.
