PROBLEM TO BE SOLVED: To provide a mobile video-phone in which a data amount is reduced without degrading subjective image quality so as to improve a frame rate different from a conventional video-phone where image quality and a data amount are almost controlled based on a quantization coefficient Q value but it is insufficient to reduce the data amount while keeping the subjective image quality. SOLUTION: Data are divided into macro blocks with pluralities of sizes in the block division in the coding processing, a smaller size is adopted for an image with high importance from the standpoint of image quality and a larger size is adopted for an image with low importance. Thus, the data amount for images with low importance is reduced so as to reduce the data amount while keeping subjective image quality and to improve the frame rate thereby enhancing the overall image quality. |
