<p>A supplied digital signal (DV video signal) in a first format is deframed by a deframing unit (11) into a variable length code. The variable length code is decoded by a variable length decoding (VLD) unit (12), inversely quantized by an inverse quantizing (IQ) unit (13), and inversely weighted by an inverse weighting (IW) unit (14). The inversely weighted video signal in an orthogonal transformation region (frequency region) to a predetermined resolution transformation by a resolution transforming unit (16). After that, the video signal after the resolution transformation is weighted by a weighting (W) unit (18), quantized by a quantizing (Q) unit (19), and variable length coded by a variable length coding (VLC) unit (20), and the resultant signal is outputted as a digital signal in a second format (MPEG video signal).</p> |
