PROBLEM TO BE SOLVED: To enable fans to eliminate labor and time and to reduce congestion on a ticket issue window or the like by issuing a reserved betting ticket including a betting group number of a required race, a purchase ammount and a betting group number of a required succeeding race, and when the required race is hit, transferring a refund to a purchase ammount for the betting group number of the succeeding race. SOLUTION: In order to issue a reserved betting ticket including a betting group number of a required race, a purchase ammount and a betting group number of a required succeeding race from a ticket issuing machine 3, a reservation-only betting card in each bet type is used as a betting card. In each determination of arrival order in each race, an operation controller 2 receives hit information including the arrival order and refund information from a totalization system 1 in an intra-field calculation center and checks whether a hit exists in each ticket surface stored in an external storage part 14 or not.
