PROBLEM TO BE SOLVED: To provide a variable resistor having such a characteristic that its resistance hardly changes even when the temperature fluctuates by providing a glass layer on the upper surface of a metallic plate and a resistor and an electrode electrically connected to the resistor on the upper surface of the glass layer. SOLUTION: A glass layer 34 composed mainly of SiO2 is provided on the upper surface of a metallic plate 33 composed mainly of SUS403 stainless steel, etc. Before forming the glass layer 34, the surface roughness of the metallic plate 33 is adjusted to about 3μm or higher. Then a horseshoe-shaped resistor 32 composed of ruthenium oxide, lead borosilicate glass, etc., is provided on the upper surface of the glass layer 34 and an electrode 36 composed of a mixture of Ag, Pd, SiO2 , etc., is provided so that the electrode 36 may be connected electrically to the resistor 32. The laminated body composed of the resistor 32, metallic plate 33, glass layer 34, and electrode 36 is used as the substrate 31 of a variable resistor. Thus a variable resistor which has such an improved characteristic that the resistor does not absorb moisture and the resistance of the resistor hardly change even when the temperature fluctuates is manufactured.
