FIELD: public services and road service, more particularly winter upkeep of roads to prevent ice crust. SUBSTANCE: claimed composition comprises (wt %): 5-20 additive such as low molecular weight organic alkali or alkaline-earth metal salt; 0.1-5.0 stabilizer such as water soluble cellulose derivative, and the river sand balance. Organic acid salt is sodium formate and/or acetate, calcium formate and/or acetate. Salts are also pentacrythrite production waste, product of neutralization of acetic acid production waste, and wood chemical production waste such as acetic calcium powder. Stabilizer includes hydroxyethyl cellulose and/or powder concentrate of sulfite-yeast mash. The claimed composition reduces ice crust formation temperature of - (2)C- (28)C. Said composition is passive to metal surface and does not contaminate soil. Besides, the claimed composition is economical and makes it possible to utilize chemical and wood chemical production waste. EFFECT: improved properties of the composition. 7 cl, 16 ex, 1 tbl
