PROBLEM TO BE SOLVED: To objectively provide merit information for the purchase of a commodity by comparing the commodity with commodities practically used by other persons. SOLUTION: A measuring means 6 is prepared for each of plural commodities to measure processing time to be executed by a commodity, the execution frequency of processing and the variation of processed data before and after the processing and an acquiring means 8 acquires a measuring condition exerting influence upon the measured result of the means 6. A calculation means 11 calculates a utilization index for judging whether a user of each commodity effectively utilizes a series of processing or not by comparing the user with other users based on the measured result and the measuring condition and a determination means 17 determines a user having a relatively low utilization index as a user to be recommended out of a group of users having respectively different utilization indexes and determines a measuring condition highly related to the difference of the utilization index as a commodity to be recommended. Then a notification means 18 notifies each user to be recommended of the relative comparing result of the utilization index with others and the recommended commodity.
