PROBLEM TO BE SOLVED: To reliably read a magnetic card such as pass without being influenced by irregularity in its carrying speed and irrespective of the recording density of magnetic recording. SOLUTION: A window clock generating section 12a monitors the readout signal generated by a magnetic head 3 and a magnetic readout and processing section 8 to generate the window clock which indicates the next bit discrimination timing supplied by a bit discriminating means 13a based on the width of bit sections of a specified bit which has been read. A number-of-level-change counting section 12b counts the number of level changes in the readout signal, and in response to the condition that its count value exceeds a specified value, a bit discriminating and controlling section 12e gives the permit of bit discriminating operation to the bit discriminating means 13a. The count value of the number-of-level-change counting section 12b is reset by a number-of-level-change resetting section 12d for every time when the time elapsed from the latest level change in the readout signals exceeds a specified period of time.
