PROBLEM TO BE SOLVED: To adjust the charging rate of respective cells which form a set battery accurately with a simple formation by controlling the charging rate of the respective cells by respective discharging circuits, based on the release voltage of the respective cells detected by a detection circuit. SOLUTION: A central controller CC1 is provided with a CPU, a ROM, a RAM, an A/D, an IF, resistors R1 to R4, and switches S1 to S4, and the release voltages Vc of respective cells C1 to C4 are stored in the RAM and is transmitted to a battery controller via the interface IF. The battery controller makes trial calculations of a mean value Va and a standard deviationδbased on the accumulated release voltage and transmits to respective cell controllers. Whether or not a capacity adjustment for the respective cells C1 to C4 is necessary is discriminated by relatively grasping the positioning of the respective cells C1 to C4 in a defense range, based on the release voltage mean value Va and the standard deviationδ, and temporary regulating targeted voltage Vv is set, and regulating quantity of electricity of the respective cells C1 to C4 is determined. It is thus possible to positively and accurately adjust a charging rate between the cells.
