PROBLEM TO BE SOLVED: To accurately detect the time difference between signals outputted at the two output sides of the circuit device by providing an inverter which can be switched between an inverted state and an uninverted state with a switching signal. SOLUTION: A clock signal T is delayed by a delay element 5, whose output signal V is a delay timeΔt behind the output signal U of an XOR gate 3. In use phase, the switching signal I has a logical value 0 and the XOR gate 3 is in the uninverted state. In measurement phase, the switching signal I has a logical value 1 and the XOR gate 3 is in the inverted state and operates as an inverter for a clock signal. The continuance of absence of a measurement signal M outputted by a NAND gate 8 is equal to a time deviationΔ1 generated between the signal V and signal U in the use phase. The output signal R of an evaluating circuit 9 is proportional to the time deviationΔt between the signals U and V generated on the output sides 4 and 6 in the use phase.
