PROBLEM TO BE SOLVED: To dynamically perform the increase and decrease of traffic, to avoid data circuit failures and to loosen transmission delay by sending information to that effect when speech information does not reach an input level that is preliminarily set for a time which is preliminarily set. SOLUTION: Data stored in a buffer 4 is stored together with a flag in a buffer 6 after the flag is made into 'one' when a data compressing part 5 detects that speech information does not reach the level that preliminarily set according to an instruction of an information compression controlling part 18. A transmission controlling part 8 adds information that speech data does not reach the input level which is preliminarily set during a time that is preliminarily set according to time length which detects that voice information which is designated by the flag sent from the buffer 6 and the part 18 continues to be in a state in which it is a prescribed level or less. At the time of receiving data, data stored in a buffer 13 is undergone signal processing, etc., in a data expanding part 14 and after that is stored in a buffer 15.
