PROBLEM TO BE SOLVED: To easily operate a chip mounter at many places and efficiently control it by including a multiplexer and the like selecting and outputting signals in the order recognized by a priority order control part. SOLUTION: For controlling a chip mounter, a display process, a recognition process, a selection output process, and a control process are provided. Picture planes with letters, figures, and the like displayed thereon are displayed on a first and a second monitors 16, 56. The picture plane to be displayed is generated from a monitor control part 12 according to indication of a control part 10. Next, the generation order of coordinate signals generated from a first and a second touch panels 18, 58 are recognized. Further, the coordinate signals generated from the first and second touch panels 18, 58 are selected and output by a multiplexer 62, according to the recognized order. The touched letters, figures, and the like from the output coordinate signals are recognized, and the chip mounter is controlled corresponding to them.
