PROBLEM TO BE SOLVED: To make it possible to compress data while appropriately distributing a limited data amount even when changing the condition of encoding at any specified part by setting the target data amount of data compression for a prescribed unit with a data amount detected by previous data compressing processing as a reference and executing final data compressing with this target data amount as a reference. SOLUTION: At respective encode units to which target data amounts are set, the target bit amount is distributed for every encoding corresponding to the difficulty of respective frames, so that the target bit amount in each frame is set. At such a time, the target bit amount is further corrected by a VBV or the border condition of VBV while limiting maximum data transfer speed or the like that remainders R1 and R2 are generated at the respective encode units. Since the target bit amount is reset by redistributing the remainders, the limit bit amount is effectively allocated for encoding processing and bits can be suitably distributed. |
