PROBLEM TO BE SOLVED: To obtain an oil-in-water type emulsified composition, excellent in stability with time, having great humectant effects on prevention of drying of skin or hair and hardly causing a sense of incompatibility with the skin such as stickiness or oiliness. SOLUTION: This composition is obtained by including an oil in a solid or a semisolid state at 25 deg.C such as vaseline, microcrystalline wax, lanolin, cholesterol, phytosterol, a cholesterol derivative, a phytosterol derivative or a lanolin derivative, formulating >=1.0wt.% oily phase having >=25 deg.C softening temperature, water and a surface-active substance therein and regulating the emulsified particle diameter to <0.3μm.
