Access to an individual parking space may be prevented by an arch (10) having legs (14,16) which pivot about hinged emplacements (18,20). The arch is raised or lowered to the ground by a collar (24) and an actuating tube (22) able to rotate about a ground hinge (26). The actuating tube (22) uses a screw within a threaded cylinder and is operated by an integral electric motor which is remotely controlled from a card (28,30). Starting from the lowered position is assisted by a spring plate which slightly raises the motor and screw using play provided in the design of the tube. Electricity is supplied by photovoltaic cells (38).
