PROBLEM TO BE SOLVED: To improve the durability of a phase holding lock valve for restricting the relative displacement between a rotation transfer member and a rotating shaft in a controller for opening and closing time of a vane type valve. SOLUTION: Fluid is selectively supplied to advance chambers 38a or delay chambers 38b by vanes 52 in pressure chambers formed between rotation transfer members 18 and an inner rotor 22 (a rotating shaft) so as to permit a relative displacement. A fluid passage 62 for supplying fluid is provided between a lock valve 44 disposed in the refuge hole 40 of the rotation transfer member 18 and a piston 60 disposed in the receiving hole of the inner rotor 22.
