A dynamic communication rating system is suitable for digital and analogue communication networks. The process and dynamic communication rating system is based on the degree of occupation of the network at the moment a communication is requested. The occupation of all connections upstream of the subscriber connection line is continuously measured, for example by means of occupation measurement groups (11) which consist of a traffic measurement device (2, 2') coupled to the connection lines or bundles (8) of connection lines, and of a rate precalculator (12, 12') which dynamically determines the momentary rate and retransmits it to an associated switching station higher up in the hierarchy. The momentary and individual rate is displayed to the calling subscriber. After the last digits of the area code have been dialled, the rate calculator (1) calculates the momentarily applicable rate for this destination on the basis of the most recent traffic measurement, and retransmits it for display. The system then stands by for a determined time in an offer status. After the calling subscriber makes a decision, dialling is interrupted or after the number of the desired communication partner has been dialled the displayed rate is used to calculate the charges for this communication connection. The actual connection charges are displayed at the end of the connection at the calling subscriber or also at the called subscriber, when the charges are shared. In digital networks, this dynamic communication rating system is suitable not only for rating speech connections, but above all for rating all types of electronic communications, such as data and image transmission.
