PROBLEM TO BE SOLVED: To provide a method for producing an emulsified cosmetic which has high stability and high powder dispersibility. SOLUTION: This method for producing the emulsified cosmetic containing hydrophobized powder, is characterized by consistently carrying out in one device a process for dispersing non-hydrophobized powder and a powder-coating agent in an oil phase portion with a medium-stirring mill to hydrophobize the powder and the subsequent process for adding an emulsifier and a water phase portion to the obtained dispersion to emulsify the mixture. Further, the method for producing the emulsified cosmetic containing the hydrophobized powder, wherein the emulsifying process is carried out in the medium mill portion of the medium-stirring mill is provided.
