PROBLEM TO BE SOLVED: To safely inspect and repair a pipe line by preventing a pipe from being buckled and floated by replacing clear water or seawater in the pipe. SOLUTION: A work coupler 2 having water-tightness and pressure tightness and an exhaust gas processing coupler 4 are connected by flexible connecting devices 5 and provided in a pipe line 1 filled with clear water or seawater. Packers 7, moving wheels 6, a fill and drain device 9, driving devices 10 and packer pneumatic devices 11 are provided on the outer periphery of the work coupler. A water-tight opening and closing door 8 is provided on the end, a water-tight opening door 15 is provided on the cylindrical part, a part between a capsule 2 and a pipe 1 is sectioned by the packers 7, water is drained, and work is performed under the atmospheric pressure environment. |
