This invention describes a cooling device with panels for electric arc furnaces, which is utilized in an electric smelting furnace in cooperation with vertical side wall above furnace inferior shield (11), furnace comprising on its inferior part an inferior shield (11) to contain a melted metal bath (12), and a superior shield defined by a plurality of panels (16) comprising a plurality of cooling tubes (17), inferior shield (11) including on its external part a metallic contention element (15), internal refractory material having a superior edge (19) placed substantially at slag layer superior edge (14) level, contained above melted metal bath (12), each panel (16) including an external layer (116) and at least an internal layer (22) of cooling tubes (17), layers (116, 22) vertically developing throughout furnace vertical side wall, above inferior shield (11) refractory edge, and being separated by a interspace (23).
