PROBLEM TO BE SOLVED: To faithfully develop an electrostatic latent image on a photoreceptor and to prevent the contact of a toner layer with the surface of the photoreceptor even in the case of an increase in the thickness of the toner layer by changing a development gap with a change in the thickness of a developer layer on the surface of a developer carrier. SOLUTION: When toner T is attached onto the developing roller 11, a developing unit 10 turns around the center 0 of a swing shaft due to the thickness B of the toner layer. At this time, the development gap G2, which is greater than a development gap between the photoreceptor 1 and the surface of the developing roller 11 made when the toner is unattached, is made between the photoreceptor 1 and the toner layer. The swing shaft of the developing unit 10 can be set in an arbitrary position, and an amount of the increase in the development gap G2 corresponding to the increase in the thickness of the toner layer can be set by the position of the swing shaft.
