摘要 PROBLEM TO BE SOLVED: To provide an image extraction device in which a memory capacity is saved, retrieval of a picked-up image is conducted at a high speed, the operating efficiency of a transmission system is improved to attain a light load state. SOLUTION: A signal processing section 3 applies signal processing to an image pickup signal S1 corresponding to an object from an image pickup section Z1 to generate a video signal S2, and a motion extract section 5 extracts a change in a luminance or a color per unit time of part of the image or the entire image as a feature amount TK1 of the image corresponding to the video signal S2. A feature processing section 4 divides the video signal S2 generated by the signal processing section 3 for each consecutive time T0 of the same feature amount extracted by the motion extract section 5 and adds an importance factor W0 decided depending on the feature amount TK1 of the image and the consecutive time T0 of the video image for each divided video signal C0 and outputs the result.
