PROBLEM TO BE SOLVED: To improve the maintenance performance and the installation performance of a man-hole base station in the case of employing the man-hole base station for the system. SOLUTION: A radio repeater 4 is provided inside a manhole cover 1 and a relay antenna 5a is installed to the rear side of the man-hole cover 1. Furthermore, another relay antenna 5b is installed under the man-hole in a sewerage, and a radio transmitter-receiver 6, an electrooptic/optoelectric signal converter 7 and an optical fiber cable 8 are connected to the relay antenna 5b to connect the man-hole cover 1 and the optical fiber cable 8 by a radio channel.
