PROBLEM TO BE SOLVED: To report the delivery of an accurate message to a radio terminal equipment to a telephone set terminal equipment by reporting the arrival of the message delivered to a destination radio terminal equipment to the telephone set terminal equipment sending the message. SOLUTION: After a message from a telephone set terminal equipment is stored in a storage section 12 via a transmission control section 15 of an exchange base station, the message is sent from a transmission section 14 to a radio terminal equipment. Upon the receipt of the message, the radio terminal equipment stores the message to its own memory and returns the message to the exchange base station. Upon the receipt of the return message at a reception section 16, the exchange base station compares the return message with the message stored in the storage section 12. When the result of comparison indicates inequality, the transmission control section 15 sends the content of the storage section 12 again to the radio terminal equipment. The processing above is repeated till the result of comparison indicates equality.
