PROBLEM TO BE SOLVED: To improve the planographic printing performance of a diazo-based printing plate as a planographic printing plate consisting of a sift base body and an ink-repelling layer when the plate is used for development in a printing machine, and to prevent production of wet wastes in this process. SOLUTION: An image forming element having a uniform ink-repelling layer containing a hydrophilic binder bonded by crosslinking and a photosensitive layer containing a diazonium salt or diazo resin formed on a soft film base body is exposed to light to form an image. Then the image forming element after exposure is mounted on the printing cylinder of a printing machine, and then the element is wiped with a disposable absorptive tissue paper dampened with water or dampening water and developed.
