At the same time, the fuel gas flow rate QG and the air flow rate QA are found by a control system, and a flow rate Q2 increased from a flow rate Q1 in a steady condition is controlled, and output electric power Pa is increased toward P3 from P1 , and the output electric current I is increased toward I3 from I1 . When the output electric power Pa reaches a desired value P3 after a load is increased at time (t2 ), the fuel utilization factor yG and the air utilization factor yA are changed to steady conditions yG3 and yA3 from a utilization factor y2 in an excessive condition by the control system, and the output electric power Pa is transferred to a steady condition of P3 . The output voltage V is increased to V4 from V3 at time (t3 ).
