PROBLEM TO BE SOLVED: To provide an electrostatic latent image developing device capable of sticking a part of a developer to a supplying roller or pulverizing a part of the developer, when it begins to solidify, for preventing the retaining of a part of the developer in a developer regulating area side end part by performing a transfer toward the developer regulating area side end part along seal lips, in accordance with the rotation of a developing roller and obtaining the operation of the end face of the supplying roller on the developer. SOLUTION: The device is provided with the developing roller 40 which is disposed in a developing housing 30, holds the developer on the periphery and carries the held developer to a developing area, the supplying roller 50 for supplying the developer to the periphery of the developing roller 40 and seals 90 which are disposed to face both end parts of the developing roller 40 from the downstream side of the developing area to the upstream side of a developer regulating area and provided with the seal lips formed projectingly from a developing are side end part to the developer regulating area side end part.
