<p>PROBLEM TO BE SOLVED: To provide an encoding method excellent in bit stream scalability, spatial resolution scalability and error resistance. SOLUTION: An image is encoded by block system encoding, header information and a data event are generated for each block, these blocks are classified into plural block groups (slices), and all the header information as mentioned above in the slices are transmitted so as to be started at the 1st block and to be finished at the final block according to the order of block scanning from the left of an image to the right and from the highest part to the lowest part. Then, the 1st event group contains events to appear as 1st events in each block, the 2nd event group contains events to appear as 2nd events in each block and processing is similarly repeated later. Thus, this event in this slice is divided into groups and this event group is transmitted so as to be started at the 1st event group and to be finished at the final event group.</p> |
