PROBLEM TO BE SOLVED: To improve seal processability and working suitability by using the base paper for release paper which can dissolve the glue-remaining phenomenon with no occurrence of pin hole and unevenness in the release paper using a solventless type release agent, particularly on the solventless type release coat layer (the skin layer) constituting the release paper. SOLUTION: In the process for producing release paper having a release agent layer formed on the base paper for the release paper, the base paper for the release paper has the surface roughness of >=1.5μm in the measurement with a clump pressure of 980 kPa according to ISO 8791-4, the print-surf smoothness testing method, a non-solvent type release agent is used as a release agent and this release agent is coated on the base paper for the release paper with a gravure coater or a forward-rolling five roller coater. In addition, the base paper for release paper preferably has an Oken type air permeability of >=4,000 seconds according to J. TAPPI paper pulp testing method No.5.
